The Historic Federalsburg Elementary School (F.E.S.) on Laurel Grove Road was the original African American Elementary School in Federalsburg, MD., from 1918-1968. The Community Civic League was formed to reestablish the resolution of the building. This included early childhood education, while providing services to youth & families.

In the early 1960`s a group of concerned citizens started meeting in their homes for the purpose of forming a Civic organization. Officers were elected and a name was selected. After several months and Officer change`s, Mrs. Gertrude Johnson was elected President. Plans were made to start looking for a building to serve the community. With the objective of helping senior citizens, the youth and a daycare, the group became incorporated and received a charter from the State of Maryland.
